I Am Currently Using Windows 11, But The Issue Existed Even Before Upgrading From Windows 10.
Minimize steam when launching a game shortcut on windows.
So I Disabled Steam On Startup And I'm Not Going To Change That Until Someone Tells Me How To Get It To Launch Minimized.
Now it opens itself and plonks.
